Sun Dogs form when sunlight passes through hexagonal plate shaped ice crystals in Cirrus clouds resulting in bright spots of light on the horizon, usually in the form of a halo or luminously brilliant ring on either side of the sun.
I saw this one while skiing in the Italian Dolomites.
